sophisticated第一个含义就是a sophisiticated machine,device,or method is more advanced or complex than others.
除了这个以外没有别的含义适合你这里用啊,其他含义都是以人作为对象.
所以我觉得the most mildly sophisticated应该是 复杂程度最最最恰到好处的

所以even the most mildly sophisticated crime operations,可以翻译为“即使/最/没那么/复杂的/犯罪行为”直译出来就不是人话.意译就是“即使复杂程度并不甚高的犯罪行为”或者“即使是稍有一定复杂程度的组织性犯罪行为”
回到你的问题,这跟“最不复杂”（中文里基本就可以看成简单了）是两个概念.
至于说作者的想法,就跟咱中文说“不太难,不太复杂”意思差不多,不是很复杂,但又比简单结构精密严谨.可是说成the less sophisiticated 好像强度又不太合适,所以就选了更为折中的这么个绕人的词.
